Tahun ini Pemerintah Desa Wanayasa membangun sebuah Toko yang ke depannya diproyeksikan sebagai sarana penampung produk Usaha Mikro Kecil Menengah (UMKM) lokal. Pembangunan toko yang menelan anggaran sebesar Rp. 79.000.000,00 tersebut bersumber dari bantuan keuangan provinsi jawa barat tahun anggaran 2020.
Banyak perubahan rencana pada RKPDes tahun 2020 ini diakibatkan oleh pandemic Covid-19 serta arahan pemerintah untuk mengalihkan sejumlah anggaran untuk penanganan Covid-19, yang terbesar adalah untuk bantuan langsung tunai Desa (BLT Dana Desa), termasuk bantuan keuangan provinsi pun ada sebagian yang dialihkan untuk bidang bencana non alam ini.
Namun pemerintah Desa Wanayasa atas persetujuan BPD serta musyawarah desa perubahan RKPDes mempertahankan rencana pembangunan Toko ini, karena pembangunan ini dianggap langkah strategis serta sesuai dengan arahan pemerintah dalam rangka peningkatan perekonomian serta upaya menggali potensi untuk pendapatan asli desa.
Awal pembangunan toko ini lumayan dianggap kontroversi, ini sangat wajar karena pada masa pandemi ini melaksanakan pembangunan dianggap bukan prioritas, namun Pejabat Sementara Kepala Desa Wanayasa berpandangan bahwa porsi anggaran harus tetap memperhatikan sisi pembangunan desa, sehingga salah satu fungsi pemerintah desa yaitu melaksanakan pembangunan (infrastruktur) tidak terabaikan, tentu saja dengan mempertimbangkan aspek manfaatnya. “saya kira pembangunan toko ini insya Allah akan bermanfaat dalam jangka panjang, sebab uang yang diterima desa dikelola menjadi sumber pendapatan asli Desa” ujar Pjs. Kepala Desa Wanayasa Babang Subarna, M.Pd
Pada pertengahan proses pembangunan toko ini pula sempat diangkat oleh beberapa Media Online lokal, karena dianggap menyalahi dengan tidak memasang papan proyek. Hanya saja sangat disayangkan media online tersebut tidak pernah sekalipun meminta penjelasan atau klarifikasi baik kepada pemerintah desa maupun Tim pengelola kegiatan pembangunan tersebut. Padahal bukan tidak memasang papan proyek, di awal pembangunan kami memasang papan proyek, hanya saja pihak DPMD memberikan saran pada saat pembinaan ke desa Wanayasa agar kalimat “Pembangunan Café Desa” pada papan proyek tersebut diganti dengan “renovasi aula bale desa” sesuai dengan ketentuan (nomenklatur) yang berlaku. Sehingga papan proyek tersebut kami buka dan kami ganti dengan yang sesuai arahan dari DPMD kabupaten Purwakarta, mungkin “si Wartawan” yang mengekspos berita tersebut dating ketika papan proyek tersebut sudah dicopot namun belum dipasang dengan papan proyek yang baru yang sesuai arahan DPMD. Tak hanya dari pihak media, beberapa obrolan warung kopi pun tak sedikit yang mempertanyakan ihwal pembangunan toko tersebut, beberapa diantaranya mereka menanyakan mengapa tidak dikelola oleh BUMDes? Mengapa Pemerintah Desa mengelola sendiri? Apakah tidak menyalahi aturan?
Ditemui di tempat terpisah Sekretaris Desa Wanayasa, Ikhsan Firmansyah menerangkan bahwa sama sekali tidak ada larangan Pemerintah Desa mengelola usaha, baik yang bersifat mandiri maupun kerjasama dengan pihak ketiga, itu diatur dalam peraturan daerah kabupaten Purwakarta nomor 7 Tahun 2020 tentang Desa, pada pasal 135 dinyatakan bahwa Desa dapat mengadakan kerjasama dengan desa lain dan/atau kerjasama dengan pihak ketiga. Adapun kedepannya jika BUMDes telah secara optimal berjalan tentu seluruh usaha-usaha desa akan diproyeksikan untuk dikelola BUMDes, untuk sementara anggap saja pemerintah desa menyiapkan pondasi dasar usaha desa, dan saya kira itu tidak melanggar regulasi.
“Tetapi disamping beberapa kritikan dan saran tersebut juga tidak sedikit juga warga yang mengapresiasi langkah pemerintah desa Wanayasa ini, dan kesemuanya kami jadikan motivasi serta bahan evaluasi.
Yang jelas semua prosedur ditempuh, kami pelajari dulu regulasi yang ada dan tak lepas dari koordinasi baik dengan pihak DPMD maupun pihak pendamping Desa, karena kami pun tidak mau kebijakan yang diambil oleh pemerintah desa menyalahi aturan dan menjadi masalah dikemudian hari, adapun adanya perbedaan persepsi di kalangan warga kami anggap wajar sebagi sarana berdemokrasi dan itu juga sebagai tanda bahwa warga peduli dengan Desanya”. Ujar Ikhsan
Pada pertengahan bulan Nopember ini pihak DPMD Kabupaten Purwakarta telah melaksanakan monitoring dan evaluasi terkait penggunaan anggaran Bantuan Keuangan Provinsi tahun 2020 ini dan apresiasi positif disampaikan oleh pejabat yang melaksanakan pembinaan tersebut.
Semoga apa yang dikerjakan oleh pemerintah Desa Wanayasa dapat bermanfaat dan juga dapat menjadi motifasi bagi desa manapun untuk tetap membangun dan berikhtiar untuk kemajuan desanya meski tentu saja tidak akan pernah luput dari kritikan bahkan cibiran.
